He was a Spanish deputy and professor, who was born in El Tejado de Béjar (Salamanca) and passed away in Salamanca. Son of Segundo Jiménez de la Flor García and Joaquina García Izquierdo, his brother Tiburcio was professor of secondary school of Mathematics.
He began his academic training with the baccalaureate in the High School of Salamanca. At the University of this city he studied Philosophy and Humanities. He obtained the degree in Law. And he obtained the doctorate in Civil and Canonical Law at the Central University.
He enjoyed a scholarship in Paris by the Colegio Mayor Santiago Apóstol (University of Salamanca).
His academic career was centered on the University of Salamanca, and he began as an assistant professor of the Faculty of Law. He was chosen professor of Institutions of Roman Law.

Vice President of the provincial Committee of Salamanca.
