He was a Spanish professor of Law who was born in Las Pedroñeras (Cuenca). Son of Manuel de Marcos Pelayo and Elena Pelayo Fernández, he passed away in Madrid.
He studied the high school at the Instituto General y Técnico Cardenal Cisneros de Madrid and graduated in Law at the Universidad de Madrid on the 17th of December, 1910, obtaining the doctorate in Law in 1917.
Professor of Legal Proceedings and Forensic Practice of the Universidad de Salamanca in 1918. He moved to the Universidad de La Laguna to the same chair in 1923. Professor of Legal Proceedings and Forensic Practice of the Universidad de Oviedo in 1924, he moved to the Universidad de Valencia to the same chair in 1925. Professor of Legal Proceedings and Forensic Practice at the Universidad de Sevilla in 1932. He went back to the Universidad of La Laguna as a professor of Procedural Law in October of 1932. Appointed dean of the Faculty of Law of the same university in 1933. A sanction expedient was opened to him in 1937 and he was definitely dismissed and disqualified from working in any position of trust. He moved to France and was confined in a concentration camp in 1939. Later his expedient was said to be revised and Francisco Marcos passed away before knowing the result.
