He was a Spanish deputy, jurist and professor. Son of Jorge Jordana Monpeón (lawyer and mayor of Zaragoza) and Fe de Pozas Gimeno, he got married with María Fuentes Cascajares.
He began his academic training with the high school at the Instituto de Zaragoza. He graduated in Law at the University of Zaragoza. He obtained his doctorate from the Universidad Central de Madrid. He enjoyed a scholarship from the Junta para Ampliación de Estudios to study in England.
His academic career began with him as an assistant professor of the Faculty of Law of the Universidad de Zaragoza. He was appointed professor of Administrative Law by the Universidad de Valencia. His re-entry to the chair of Administrative Law of the Universidad de Santiago de Compostela was accepted in 1936. He was moved to the chair of Comparative Municipal Law, at the Doctorate; and the chair of Administrative Law of the Universidad Central de Madrid.
He was exempted from sanction in 1945.

Vice President of the Committee of Work of the Technical Board of the State.
Lawyer.
Secretary of the Casa de Ganaderos (Zaragoza).
Provincial deputy in Valencia.
He advised the minister José Calvo Sotelo.
He collaborated decisively in the writing of the local Statute (1924) and provincial Statute (1925).
Head of the Office of General Matters and Legislation of the High Committee of Railroads.
Permanent advisor of State.
Member of the Royal Academy of Moral and Political Sciences; and of the Royal Academy of Jurisprudence and Legislation.
Prosecutor in Court.
Editor of the Revista de Administración Pública.
