He was a Spanish politician born in Salamanca. Son of Antonio Diego Madrazo and Ángela Arroyo, he got married with Rosa Villar y Macías, with whom he had three children. He passed away in Salamanca.
He studied the baccalaureate in Laws at the Universidad de Salamanca and graduated in Laws at the Universidad de Salamanca on the 30th of January, 1839, obtaining the doctorate in Laws in 1839.
Professor of Political Economy and Political and Administrative Law of the Universidad de Salamanca in 1847. Rector of that university in 1857, he moved to the Universidad Central de Madrid with the same chair in 1862. Dean of the Faculty of Law of 1874 to 1875.
Other positions he held were:
Parliamentary deputy in several legislatures. Second Mayor of Salamanca in 1842. Advisor of the State and senator since 1871. He was appointed General Director of Public Instruction in 1868. Minister of Development in 1871.
