He was a Spanish deputy who was born in Madrid. Son of Pedro Manuel de la Paz López-Salcedo and Lorena Sánchez, he got married with Elisa Avecilla y Delgado, with whom he had two daughters. He passed away in Madrid.
He studied the baccalaureate in Philosophy at the Universidad de Madrid and graduated at the Universidad Central de Madrid on the 14th of June, 1856, obtaining the doctorate in 1857.
Professor of General Discipline of the Church at the Universidad de Salamanca in 1862, he was appointed dean of the Faculty of Law of Salamanca in 1864. He moved to the Universidad de Sevilla in 1872, using the chair of General Discipline of the Church and Particular of Spain. He was professor of Philosophy of Law and International Law of the Universidad Central in 1876.

Member of the Academia de Jurisprudencia y Legislación. Member of the Real Academia de la Historia. Town concillor of the City Council of Madrid since 1860. Editor of the newspaper of Madrid El Puente de Alcolea, from 1868 to 1870.
