History:

He was a Spanish politician born in Madrid. Son of Locadio López Arrojo and Filomena Rey García, he made his first surname to be changed, which became integrated by the first paternal surname (López) and the first maternal surname (Rey), and adopting as second surname the second paternal surname (Arrojo). He married Grace Bocquet, with whom he had a daughter. He passed away in Cambridge (United Kingdom).

He studied the Baccalaureate at the Instituto Cardenal Cisneros de Madrid and graduated in Law at the Universidad Central de Madrid on the 22nd of June, 1931, obtaining the doctorate in Law in 1934. He continued his studies of Criminal Law in Germany in 1933, thanks to a scholarship granted by the Instituto de Estudios Penales. The Junta de Ampliación de Estudios (JAE) granted him with several benefits to continue his studies in Germany, Austria and France.

Professor of Penal Law of the Universidad de La Laguna in 1935, he was sanctioned with the definitive separation from the service by Franco's authorities through orders of 1937 and 1939. After exiling by the end of the Civil War, he taught in several universities of Bolivia, Chile, Argentina, Peru and Puerto Rico. After Franco's death he frequently collaborated with the Instituto de Criminología of the Universidad Complutense de Madrid. He was named Visiting Fellow of the Instituto de Criminología of the University of Cambridge. He retired in 1872.

Municipal judge of the District number 17 of Madrid in 1932. Named Highest Official of the Police in 1936. General Director of Prisons of the Republic. Head of the Section of Scientific Investigation and Treaties of the Division of Narcotic Drugs of the O.N.U.
