He was a Spanish professor, native of Villanubla (Valladolid) and son of Tomás Lobo and Martina Ruipérez.
He studied the baccalaureate in Jurisprudence at the Universidad de Valladolid and graduated in Jurisprudence at the Universidad de Valladolid on the 7th of February of 1843, obtaining his doctorate in Jurisprudence in 1843. He graduated in the baccalaureate of Philosophy at the Universidad de Valladolid in 1845.
Professor of Political Economy and Statistics at the Universidad de Oviedo in 1863. In October, 1863, he entered the Universidad of Valladolid as a professor of Political Law of the main Stated, Trade Law and Legislation of Customs of the villages with which Spain has more frequent trade relations. Professor of Political Economy and Statistics of the Universidad de Salamanca in 1864. Dean of the Faculty of Law of the Universidad de Salamanca in 1864. Rector of that university from 1868 to 1869. He retired in 1872.
