Político y abogado español. Nació en La Arboleja (Murcia) en 1926. Licenciado en Derecho por la Universidad de Murcia, donde recibió el premio extraordinario en su titulación, ingresó como abogado en el Cuerpo Técnico de la Administración del Estado, también con el número uno. Entre los años 1962 y 1977 fue secretario general del Gobierno Civil de Murcia, donde ejerció como gobernador civil interino en varias ocasiones. Vinculado a UCD, entre 1977 y 1979 fue diputado a Cortes en la legislatura constituyente. Además, fue miembro del Consejo Político de UCD y presidente regional. Entretanto, fue nombrado director general de Administración Local en el Ministerio de Interior. Su nombramiento como Gobernador Civil de Córdoba lo situó en el epicentro del Golpe de Estado del 23F. Su relación con el entonces alcalde comunista, Julio Anguita, era tan buena que Esteban revelaría años más tarde que «los únicos que sabíamos dónde estaba Anguita éramos su chófer y yo». Además, comandó la transformación de los organismos públicos al nuevo Estatuto de Autonomía andaluz. Su trabajo fue reconocido con el nombramiento en 1983 como Hijo Adoptivo de la Provincia de Córdoba, galardón al que se sumaría otro reconocimiento del ayuntamiento cordobés. A Murcia regresó en 1982, al concluir su mandato. Murió en Murcia en el año 2017.
Spanish politician and lawyer. He was born in La Arboleja (Murcia) in 1926. Law degree from the University of Murcia, where he received the extraordinary prize in his degree. As a lawyer, he entered the Technical Corps of the state administration, also as number one. Between 1962 and 1977 he was Secretary-General of the Civil Government of Murcia, where he served as interim civil governor on several occasions. Linked to Unión de Centro Democrático (UCD/Union of Democratic Centre) between 1977 and 1979, he was deputy to Cortes in the constituent parliamentary term. In addition, he was a member of the UCD Political Council as well as regional president. In the meantime, he was appointed Director‑General of local government in the Ministry of the Interior. His appointment as Civil Governor of Córdoba placed him at the epicenter of the coup d'état of February 23. His relationship with the then communist mayor, Julio Anguita, was so good that Esteban would reveal years later that 'the only ones who knew where Anguita was were his driver and me'. In addition, he commanded the transformation of public bodies to the new Andalusian Statute of Autonomy. In 1983 his work was recognized with his appointment as Adoptive Son of the Province of Córdoba, an award that was added to another recognition of the Cordovan city council. He returned to Murcia in 1982, at the end of his term. He died in Murcia in 2017.
