Diputado en el Congreso
Spanish politician, jurist and professor. He was born in Arrecife (Lanzarote). Since 2002 he is the president of the Canary Islands Consultative Council. Doctor in Law from the University of La Laguna, professor of administrative law at the same university, during the democratic transition was one of the not exiled leaders of the Partido Socialista Obrero Español (PSOE/Spanish Socialist People's Party), both in the Canary Islands and throughout Spain. In the XXVII Congress of the PSOE, held in 1976, he was elected executive secretary of Política Municipal de la Comisión Ejecutiva Federal (Municipal Policy of the Federal Executive Committee), a position he held until 1984. On the institutional level, he was elected representative to the Congress on five consecutive occasions (first elections of 1977, 1979, 1982, 1986 and 1989), time during which he was a member of the Permanent Committee of the Chamber, president of the Committee on Foreign Affairs and of the Public Service Commission, and member of the Constitutional Commission at the time of drafting the Constitution of 1978. He was a member of the Parliamentary Assembly of the Council of Europe, where he chaired the Environment Committee and the assembly of Canarian parliamentarians that wrote the draft of the Statute of Autonomy for the islands. In the 1995 elections to the Parliament of the Canary Islands, he won a seat as deputy for Lanzarote, renewing it in 1999. He left the seat in 2002, when the Canarian Parliament elected him as one of the four members of the Canary Islands Consultative Council, which corresponded to the chamber. Since then, he heads this entity.
Político, jurista y profesor universitario español. Nació en Arrecife (Lanzarote). Desde 2002, presidente del Consejo Consultivo de Canarias. Doctor en Derecho por la Universidad de La Laguna, profesor titular de Derecho administrativo de la misma universidad, durante la Transición democrática fue uno de los líderes del PSOE no exiliados, tanto en Canarias como en toda España. En el XXVII Congreso del PSOE celebrado en 1976, fue elegido secretario ejecutivo de Política Municipal de la Comisión Ejecutiva Federal, puesto que ocupó hasta 1984. En el ámbito institucional, fue elegido diputado al Congreso en cinco ocasiones consecutivas (primeras elecciones de 1977, 1979, 1982, 1986 y 1989), tiempo durante el cual fue miembro de la Diputación Permanente de la cámara, presidente de la Comisión de Asuntos Exteriores y de la Comisión de Administraciones Públicas, y miembro de la Comisión Constitucional al tiempo de elaboración de la Constitución de 1978. Fue miembro de la Asamblea Parlamentaria del Consejo de Europa, donde presidió la Comisión de Medio Ambiente y de la asamblea de parlamentarios canarios que redactó el proyecto de Estatuto de Autonomía para las islas. En las elecciones al Parlamento de Canarias de 1995 obtuvo escaño como diputado por Lanzarote, renovándolo en 1999. Abandonó el escaño en 2002, cuando el Parlamento canario lo eligió como miembro del Consejo Consultivo de Canarias de los cuatro que correspondían a la cámara, órgano que preside desde entonces.
