He was the Deputy Mayor of the city of Havana and a representative. He was also a Royal Ensign of the Town council and a Clerk of the Court of Havana. He was the son of Juan Tomás de Jáuregui and María Ana de Aróstegui. He was one of the most important landowners of his time, with a fortune based on the possession of a lot of wit, lands and cavalries. He maintained a close friendship with Francisco de Arango y Parreño and collaborated with Alexander von Humboldt in the elaboration of his Political Essay on the island of Cuba. He was elected representative of Havana in 1810. He played a prominent role in the Cádiz Cortes (parliament) where he became vice-president and president. His speeches focused on several aspects. In the economic field he was very involved in the discussions on the abolition of slavery, a purpose to which, at first, he did not oppose but he considered that it should be done with temperance and trying to avoid situations like the one lived in the island of Haiti. He defended some changes in the political-administrative organization such as, for example, the creation of two new administrations on the island. He participated in the discussions about the abolition of the Inquisition and about the Constitution of 1812.
After the return to the throne of King Fernando VII and the restoration of absolutism in 1814, he returned to Cuba. He married María Dolores de Aróstegui in 1824.
Teniente regidor del ayuntamiento de La Habana y diputado. Fue también alférez real del cabildo y alguacil mayor de La Habana. Hijo de Juan Tomás de Jáuregui y María Ana de Aróstegui. Fue uno de los mayores hacendados de su tiempo, con una fortuna que se basaba en la posesión de un rico ingenio, tierras y caballerías. Mantuvo una estrecha relación de amistad con Francisco de Arango y Parreño y colaboró con Alexander von Humboldt para la elaboración de su Ensayo Político sobre la isla de Cuba.
Elegido diputado por La Habana en 1810, tuvo un papel destacado en las Cortes gaditanas de las que llegó a ser vicepresidente y presidente. Sus intervenciones se centraron en varios aspectos. En el plano económico estuvo muy involucrado en las discusiones sobre la abolición de la esclavitud, un propósito al que, en principio, no se opuso pero que consideró debía hacerse con templanza y tratando de evitar situaciones como la vivida en la isla de Haití. Defendió algunos cambios en la organización política- administrativa como, por ejemplo, la creación de dos nuevas intendencias en la isla. Participó en las discusiones sobra la abolición de la Inquisición y sobre el texto constitucional de 1812.
Tras el regreso al trono del rey Fernando VII y la reinstauración del absolutismo en 1814 regresó a Cuba. Contrajo matrimonio en 1824 con María Dolores de Aróstegui.
