Catedrático de Derecho y político español. Catedrático español de Legislación Comparada y cofundador de la Institución Libre de Enseñanza (ILE). Impulsor y primer Presidente del Instituto de Reformas Sociales (IRS).
Hijo de Patricio de Azcárate Corral (filósofo y político) y de Justa Menéndez-Morán Palacio. Se casó con Emilia Inerarity. Inició su formación académica cursando estudios en el Instituto Provincial de León. En 1855 comenzó la carrera de Derecho en la Universidad de Oviedo; se trasladó a Madrid y allí obtuvo el título de Licenciado y Doctorado, por la Universidad Central. En esta Universidad obtuvo además el título de bachiller de Filosofía y Letras.
Su carrera académica se centró en la Universidad Central de Madrid y destacó por ser profesor auxiliar de Economía Política y Estadística. Fue nombrado Catedrático de Legislación Comparada, Catedrático de Historia General del Derecho y Catedrático de Instituciones de Derecho Privado de los Pueblos Antiguos y Modernos. Además, fue Secretario de la Facultad de Derecho.
Otros cargos que desempeñó fueron: Rector y profesor de la Institución Libre de Enseñanza. Vicepresidente de la Junta para la Ampliación de Estudios e Investigaciones Científicas, y Academia Matritense de Legislación y Jurisprudencia. Diputado en las Cortes Generales, por la provincia de León, Abogado colegiado de Colegio de Abogados de Madrid. Presidente del Ateneo Científico y Literario de Madrid. Miembro de la Real Academia de Ciencias Morales y Políticas y de la Real Academia de la Historia, y Comisión de Reformas Sociales. Secretario de la Junta de la Asociación Nacional de Presupuestos. Director General de la Dirección General de los Registros Civil y de la Propiedad y del Notariado.
Spanish Professor in Comparative Legislation and co-founder of the Free Teaching Institution. He was the driving force and first President of the Social Reforms Institute. Azcárate's parents were Patricio de Azcárate y Corral (philosopher and politician) and Justa Menéndez-Morán Palacio. He got married with Emilia Inerarity. In 1855, he started studying Law at the University of Oviedo. Then, he moved to Madrid, when he graduated and obtained a PhD, at the Central University, where he obtained the High School studies degree in Philosophy and Letters. Azcárate's academic career focused on the Central University of Madrid, being the assistant professor in Political Economy and Statistics. He was appointed Professor in Comparative Law, General Law History and Private Law of Modern and Ancient Towns. Moreover, he was the Secretary at the Faculty of Law. Azcárate worked also as dean and professor at the Free Teaching Institute, vice-president of the Scientific Researches and Educational Extension Board, and the Madrilenian Academy of Law and Jurisprudence. Furthermore, he was deputy at the General Courts for León (province), lawyer at the School of Lawyers of Madrid, president of the Literary and Scientific Athenaeum of Madrid, member of the Royal Academy of Political and Moral Sciences and of History, member of the Social Reforms Commission, secretary of the Budget National Association Board, director-general of the Civil and of the Land and Notary Registry.
Dirigió su tesis de doctorado titulada, Historia de la propiedad comunal.
