He was a Spanish exiled politician and lawyer. He was the cofounder of the Radical Socialist Party in 1929. His father was the engineer and politician Ángel Galarza Vidal (1856-1940), who had another child called Félix. He signed the Pact of San Sebastián. He was deputy in the Cortes representing the Republican Radical Socialist Party in Zamora (1931).
During the II Republic he worked as:
-Prosecutor General (April 1931-May 1931).
-Director-General of Security (May 1931-December 1931).
-Under-secretary of the Ministry of Communications (December 1931-January 1933).
-Minister of the Interior (September 1936-May 1937).
When the Civil War ended, he went into exile in Mexico and, later, in France. He died in Paris in 1966.
