History:

Spanish politician and head of department in Law. Ruiz was a minister in the II Republic, deputy, Spain ambassador in Poland and Belgium, and head of department in Criminal Law at the University of Murcia.

Manuela García and José María Ruiz-Funes Sáez's son. He got married with Carmen Montesinos Pérez, the pharmacist Eduardo Montesinos Jiménez's daughter. They had four children: Carmen, Manuela, Mariano and Concepción, the last one born in exile. He died in Mexico city.

Ruiz Funes did secondary studies at the Institute of Murcia, and graduated in Law from the Central University of Madrid in 1909, obtaining the PhD in Law in 1912. Head of department in Criminal Law at the University of Murcia in 1919. Ruiz Funes was the dean of the Faculty of Law of the University of Murcia. In 1932, he was appointed professor in Criminal Proceedings at the Institute of Criminal Studies of Madrid. Vice-rector at the University of Murcia, from 1932 to 1936.

Ruiz Funes left teaching due to political reorganization in 1939. At the end of the Civil War, he went into exile to France, then to Cuba and finally to Mexico.

Ruiz Funes held some other positions, such as Honorary Member of the Academy of Jurisprudence and Legislation of Madrid and the Institute of Criminal Studies. He joined the Republican Action Party in 1928. He was elected at the Courts for Murcia in 1931. He was also a member of the Parliamentarian Commission, which drafted the Constitution of the Spanish Republic. In 1936, he was elected deputy at Courts for Bilbao. He also was named Minister of Agriculture and of Justice in 1936. Spanish ambassador in Brussels from 1937 to 1939.
