Spanish politician and businessman. Joaquín Garrigues was member of an outstanding family saga; his father was Antonio Garrigues Díaz‑Cañabate and his brother Antonio. He studied law at the Complutense University of Madrid and expanded his studies in the United States. He started his career as a lawyer, although later he entered into the business world, being President of Liga Financiera, a company dedicated to the construction of highways. Since 1955 he held various business positions that he abandoned in 1974, except for the direction of the SER, in order to devote himself fully to politics. In June 1974 he organized a meeting between representatives of all ideological orientations with the then Prince of Asturias, being from then until his death an active member of the so‑called 'democratic transition' of Spain. In 1976, at the age of 43, he founded Grupo Libra, a study society that was in charge of editing the Libra Notebooks, which had printed political thoughts of a liberal nature. He was president of the Federación de Partidos Demócratas y Liberales (FPDL/Federation of Democratic and Liberal Parties), which eventually joined the Unión de Centro Democrático (UCD/Union of Democratic Center). He was elected deputy for Madrid in the elections of 15 June 1977 and later for Murcia in the 1979 elections. He was Minister for Public Works and Urbanism of the second government of Adolfo Suárez (July 1977-April 1979) and Minister attached to the Presidency (April 1979-April 1980). He is the author, among others, of Apuntes sobre el Estado y la Sociedad democrática and Una Política para España.
