History:

Spanish lawyer, professor, and politician. Laureano López Rodó is a fundamental personality to understand the late Francoism and the Transition. He was a member of the Francoist Cortes from 1958 to 1977.

He graduated in Law and got his PhD also in Law. Doctor Honoris Causa by the University of Coimbra (Portugal). He was a professor of Administrative Law at the University of Santiago de Compostela (1945) and at the University of Madrid (1960).

In 1956 he was appointed technical Secretary‑General of the Presidency of the Government by Carrero Blanco, who was at that time the Minister for the Presidency, carrying out a profound reform of the State Public Administration. In addition, he created the National School of Public Administration in 1960. Since 1962 as he was the commissioner of the Plan de Desarrollo (Development Plan), position that is elevated to minister in 1965. Until 1973 he directed the preparation and application of the three Plan de Desarrollo Económico y Social (Plan of Economic and Social Development) that meant an important growth of the Spanish economy.

In June 1973, when Carrero Blanco was appointed president of the Government, he became Minister for Foreign Affairs. He was in this position only a few months.

After Franco's death and the beginning of regime change, Laureano López founded the political association Acción Regional, the origin of Alianza Popular (AP/People's Alliance). In the transition to democracy he was the only elected deputy of AP for Barcelona (1977-1979), founded by Manuel Fraga. He was also part of the drafting commission of the Statute of Autonomy of Catalonia. Moreover, as a member of the Comisión de Asuntos Constitucionales y Libertades Públicas (Committee on Constitutional Affairs and Civil Liberties), he actively participated in amendments related to the development of the Spanish Constitution of 1978.

In 1982 he retired from politics, joining his chair at the Complutense University of Madrid and his professional law firm. He was an active member of Opus Dei.

Laureano López was academic member of the Royal Academy of Jurisprudence and Legislation in 1982, the Royal Academy of Moral and Political Sciences in 1963, and the Royal Academy of Economic and Financial Sciences in 1979. He was doctor honoris causa by the universities of Coimbra and Aix‑Marseille and member at the Spanish National Research Council in 1953. Board Member of the International Social Science Council of Unesco (1981) as well as member of the International Association of Comparative Law. Moreover, Laureano has been president of the Executive Committee of the International Institute of Administrative Sciences (1977 to 1983) and numerous other occupations in his activity within the fields of scientific and legal‑administrative corporations.

He is the author of numerous publications, articles and works on political and legal‑administrative theory, as well as of various preliminary bills and bills.
