Spanish writer, lawyer and politician that exiled in Mexico. He was better known under the pseudonym Mauro Olmeda. His parents were Francisco Luelmo Salvador and Pilar Luelmo Avedillo. He started his studies as seminarian in Salamanca, and continued studying Laws in "Universidad María Cristina" (El Escorial, Madrid), finally graduating as Lawyer. He carried out his professional career in many Spanish cities: Segovia, Valencia, Barcelona, Figueras, where he met Federico Lusinger, and Gerona. He took part in the defense of the victims of the Asturian miners' strike of 1934, where he met Jiménez de Asua. He was co-founder of the "Agrupación Republicana de Zamora" and member of the lawyers labor union of the General Union of Workers (UGT) and the Spanish Socialist Workers' Party (PSOE). He met Fernando de los Ríos in Zamora and his brother Pepe de los Ríos in New York. He joined the "Cuerpo Jurídico Militar" and was Legal Adviser of the Undersecretary of Military Equipment and Campsa-Gentibus company during the Spanish Civil War. He was also designated Director-General of Local Government by the Minister Ángel Galarza.
When the war was over, he first exiled in France and later in 1941 went to Mexico on board a Dutch ship called "Statendam". During the trip, he met doctor García Cerviño and his wife Dolores Martín Gromaz. He had help from the "Servicio de Evasión de Refugiados Españoles" (SERE) and worked in Mexico as translator and selling his own books. He also made some researchs about economy history and America's historical sociology, worked in several publishing houses and collaborated in different magazines like "Las Españas". He joined the Communist Party (PC) and was teacher of Economy History in National Autonomous University of Mexico (UNAM), Secretary of the "Fundación México España", promoted by former Mexican Ambassador in Spain, agrarian Adalberto Tejeda; and Propaganda Secretary of pro-communist Spanish National Union. He first went to Czechoslovakia and then to Spain, where he joined the "Cuerpo de Abogados del Estado" and donated to his home town his repatriated bibliography from Mexico.
