Spanish lawyer and politician, exiled. He was born in Luarca, Asturias, in 1879. He completed his primary school years in Luarca and he graduated in Law from the University of Oviedo. In 1899, he joined the Socialist Party of Oviedo, which he abandoned soon after. From 1901 to 1910 he practiced as a lawyer in Oviedo and later in Madrid. In 1908, he participated in the founding of the Radical Republican Party, together with Alejandro Lerroux, political formation that he abandoned in 1929 in order to set up the Radical Socialist Republican Party with Marcelino Domingo. During the Second Spanish Republic he was deputy, minister, president of the Court of Constitutional Guarantees and ambassador in France in July, 1936. Once the Civil War was over, he got exiled to France and later to Mexico, arriving in 1940. At that time, he was married and 63 years old. He was president of the Republican Government in his exile, from August, 1947, to July, 1951. He passed away in Mexico at the 22nd October, 1954.
