History:

Spanish politician and lawyer linked to a traditional ideology. Bilbao was deputy during the reign of Alfonso XIII from 1916. During a part of the Dictatorship of Primo de Rivera, Bilbao was a member of the Consultative National Assembly and president of the Council of Vizcaya (1926-1930). Bilbao was also the leader of Traditionalism Community, and was a deputy for Navarra during the Second Republic in the 1933 elections. Bilbao was arrested at the beginning of the Civil War in Bilbao. He was released by Erneto Ercoreca, Mayor of Bilbao, through the International Committee of the Red Cross on September 1936.

Bilbao joined the Traditionalist Spanish Phalanx and of the Councils of the National Syndicalist Offensive (FET of the JONS in Spanish) in the nationalist area. When the War was over, Bilbao was elected Minister of Justice at the second government of Franco in 1939, position which left to be the president of the Spanish Courts. Bilbao was also member of the Royal Council and the National Council of the Movement.
