Spanish politician. His father was a Spanish metalworker and socialist. Bernal worked as a metallurgical mechanic, lathe operator and worker. At the beginning of the Civil War, he went into exile to France along with his family. When the Civil War was over, he came back to Spain and observed the repression exerted during the War. Moreover, he attended to the organizational attempt of several associations at the beginning of the 40's. In 1944, Bernal joined PSOE and UGT, and later on he moved to Brazil, becoming one of the founders of PSOE, UGT and the Socialist Youths in the city of Sâo Paulo.

Bernal came back to Spain in 1963, but went to exile again to France where he organized the local section of Carmaux. In 1975, he definitely came back to Spain to continue with his political career at the syndicate of UGT and PSOE in Málaga and the rest of Andalusia during the Spanish Transition.He was a deputy in the Constituent Legislature between 1979 and 1982, and senator between 1982 and 1986, being elected in both cases for the district of Málaga.
