His father was Javier Astrain Baquedano, leader of the Carlist Regional Board, councillor of the City Council of Pamplona in 1948, being the only candidacy to foster the Carlist ideology. Astrain's sister, María Luisa Astrain, was elected regional Minister in 1974. He was a member of the Regional Social Democratic Party of Navarra, fostered by Jesús Aizpún. Astrain worked also as a deputy of UCD for Navarra during the Constituent Legislature (1977-1979), winning a seat at the Congress and becoming the member of the following commissions: Working and Appeal. While he worked as a parliamentarian of UCD, he was in charge of presenting and defending the amendments of the Constitutional text at the Congress. In 1979 he was in the third position to become a regional parliamentarian of UCD for the city of Pamplona. He left politics after the crisis of UCD, until he came back as a councillor of the City Council of Pamplona, representing Democratic Convergence of Navarra, in 1996.
