Spanish professor at the Spanish Language and Literature Institute, writer, poet and politician.

His grandparents and parents were teachers as well, but his parent didn't work as it, being a public worker at the land registry of Málaga. Ballesteros graduated in Philosophy and Letters from the University of Granada, and he worked as Professor in Spanish Contemporary Poetry and the Spanish Golden Age Theatre at the North American Universities of Iowa and Bowling Green in Ohio. Ballesteros was a professor also at the Institute of Badalona (Barcelona), where he joined UGT or General Workers Union and PSOE (Spanish Socialist and Workers' Party) on December 1972. Ballesteros worked as secretary of organization and of press and propaganda of the Catalonian Federation of PSOE. He took part as representative in the XII Congress of UGT in exile, held in Toulouse on August 1973, and in the XIII Congress of PSOE in exile held in Suresnes on October 1974. Moreover, he participated in the Congress of both organizations held in Madrid after the exile: Congress of UGT on April 1976 and PSOE on December 1976.

Ballesteros was arrested on 11th December 1974 and imprisoned in "La Modelo" Prison in Barcelona, where he released the same month because of his amnesty. In 1975 he moved to Málaga, where he headed the "Cánovas del Castillo" Secondary Education High School. From 1975 to 1996, he worked as secretary of organization, secretary-general and president of the Provincial Executive Board of Málaga, as well as member of the National and Federal Committee of PSOE. He was elected member of the PSOE Executive Board in the 1976 Congress, and was in charge of the cultural aspects until 1979. In the June 1977 general elections, he was elected deputy of PSOE for Málaga, and headed the Commission of Education and Science and of Culture. He was re-elected the same position until 1996. Ballesteros headed the Spanish Federation of Popular Universities from 1987, and he joined the Socialist Group "El Palo" of Málaga in 2015.
