Spanish PhD in Law and politician. Deputy in the Constituent Legislature. Benzo was married with Presen Perea Sáinz de Baranda, and one of his children is Fernando Benzo Sáinz de Baranza, Secretary of State of Culture between 2016 and 2018. His brother is Miguel Benzo Mestre, a theologian. Benzo was graduated in Organization and Methods for the Presidency of the Government, and obtained a PhD in Law from the University Complutense of Madrid. In 1946, he joined the Legal Body of the Air Force and became an Auditor Colonel until his retirement. Benzo had worked as an active lawyer at the Illustrious School of Madrid for 10 years. In 1950, he joined the State Lawyers Body, becoming the head of the State Legal Services of Cuenca and Ávila. In 1956, by passing public examinations, he worked as Inspector of Services at the Ministry of Treasury. In 1959 Benzo joined the Lawyers Body of the Courts. He also was the General-Director of the Ministry of Treasury from 1962 to 1968, Undersecretary of the Minister of Industry between 1969 and 1974, and Undersecretary of the Ministry of Treasury between 1974 and 1976. Benzo was also a member of the Superior Council of Public Treasury and Minister of National Economy. Between 1971 and 1977, he was National Minister and Ombudsman at the Franco Courts at the Parliamentarian Group of UCD. During his phase as deputy in the Constituent Legislature, Benzo headed the Commission of Interior, and was a member of the Commissions of Budget and Regulations.

Regarding Benzo's financial and entrepreneur career, he was in charge of over twenty relevant positions. For example, he was the President and Member of the Governing Council of Musini, President of the Administrative Council of Astilleros Españoles S.A., President of the Administrative Council of S.A. Juliana, and Executive President of the Administration Council of Minero Siderúrgica de Ponferrada S.A, among other enterprises. Benzo also wrote several books and works, especially about Treasury and Administration. Simultaneously, he worked as well as author of tales and artistic works, with which he was awarded with several awards. He received the Great Crosses of Civil Merit, by the Order of Cisneros and of the Royal Phoenix of Greece, the Medal of Constitutional Merit and the Cross of the Royal Order of San Hermenegildo.
