History:

Spanish politician, economist, and professor. He was born in Bilbao in 1926. He studied Economics at the University of Madrid, expanding his studies in various foreign countries. In 1957 he got his PhD in Economic Theory at the Faculty of Economic Sciences of Bilbao. Dean of this faculty, he was later appointed Rector of the University of Bilbao. National Education Councillor, in 1969 he was appointed Director‑General of Higher Education and Research. For twelve years he held the position of Provincial Delegate of the National Association of Economists of Bizkaia. He belongs as a fellow member to the Real Sociedad Vascongada de Amigos del País (Royal Basque Society of Friends of the Country). In 1977 he was elected UCD deputy for Vizcaya in the Constituent Cortes.
