Spanish politician and lawyer. He studied the baccalaureate at the Ramiro de Maeztu High School in Madrid. He studied law at the Central University of Madrid, later expanding his studies in England. Modesto Fraile began his political career during the Franco dictatorship and he was appointed mayor of his native town in 1967, a position he held until 1970. Between 1971 and 1974 he was president of the Diputación Provincial de Segovia, being elected deputy in Cortes by his colleagues of the Provincial Council. In 1974 he was appointed civil governor of Santa Cruz de Tenerife, a position he held until 1976. During the Transition, he joined Unión de Centro Democrático (UCD/Union of Democratic Centre) and he was elected deputy for Segovia in the 1977 and 1979 elections. During the First Parliamentary term (1979 ‑ 1982), Fraile was first vice president of the Congress of Deputies. In the pre‑autonomous period, he was one of the main driving forces of the failed uniprovincial autonomy for Segovia. For this reason, in 1980 he left the General Council of Castile and Leon, the pre‑autonomous body of this autonomous region of which he was a member. The municipal autonomy was the origin of an acute process of crisis that ended with the UCD in Segovia. When the government shelved the uniprovincial autonomous process during 1982 and definitively included Segovia in Castile and Leon, Fraile left the vice presidency of the Congress and his party, becoming part of the Partido Demócrata Popular (PDP/Popular Democratic Party). He was elected deputy again, this time of Coalición Popular (Popular Coalition), in the 1982 and 1986 elections, always for Segovia. After PDP abandoned Coalición Popular the day after the 1986 elections, its deputies constituted the Agrupación Parlamentaria de la Democracia Cristiana (Parliamentary Group of the Christian Democrats), of which Fraile was a spokesperson. In February 1989, before the dissolution of the Association, Fraile joined the Centro Democrático y Social (CDS/ Democratic and Social Centre) without being able to revalidate his seat as deputy in the elections of that year. Because of this, he left politics aside and he devoted himself to practicing law.
