Spanish politician, philosopher, professor, and writer. Degree in Philosophy and Letters from the University of Málaga. His first years as a teacher were in the Kabila of Ben‑Bu‑Ifrur (the Rif, Morocco) and the last ones in the Public School 'Bergamín' in Malaga, where he was a pioneer in the integration of children with disabilities. Pablo Pineda, candidate for a Goya Award, attended his Primary School in the aforementioned School Group, in which García Pérez practised as its Director.
He was elected by the Bishop of Malaga, Ramón Buxarrais, President of the Movimiento de Cursillos de Cristiandad. He resigned in order to stand for Unión de Centro Democrático (UCD/Union of Democratic Centre) for the electoral district of Málaga, in the first democratic elections (1977), in which he won a seat in the Spanish National Parliament. This was repeated again in the I Parliamentary term (1979-82). The first (1977-79) one became a Constituent. He was appointed Vice president of the National Education Council by the Council of Ministers. He resigned from his functions, like many others, due to his disagreement with the autonomic policy of the UCD government. He was provincial secretary of UCD in the province of Malaga.
