Spanish professor, writer, and politician. In 1953 he emigrated to Venezuela, where he was a literature professor and where he joined the Libertad para España movement (Freedom for Spain), together with Eduardo Ortega y Gasset, José Ortega y Gasset's older brother. In 1963 he returned to Spain and he worked as an investment advisor. In 1974 he founded, together with Dionisio Ridruejo among others, Unión Social‑Demócrata Española (USDE/Spanish Social Democratic Union), a political party with a liberal reformist tendency. After the death of Ridruejo and the USDE desintegration, he founded the Social‑Democratic Party of Castilla y León (1977), that later was integrated into Unión de Centro Democrático (UCD/Union of Democratic Centre).

In the general elections of 15 June 1977 he was elected UCD Deputy for Valladolid and, that same year, Minister for Economy and Finance of the General Council of Castilla y León. He was re‑elected in the First Parliamentary term of Cortes (1979‑1982).

In 1982 he was elected President of the Ideological Commission of the Partido de Acción Democrática (PAD/Party of Democratic Action), led by Francisco Fernández Ordóñez, and Governor of Guadalajara (1982-1986). In 1986 he left politics definitively. He is the author of the works Socialdemocracia y Regionalismo (1977) and España, Inquietud y Esperanza (1981).
