José Antonio Otero Madrigal was deputy of Unión de Centro Democrático (UCD/Union of Democratic Centre) for Zamora in the Constituent Assembly (1977‑1979) and president of the Spanish delegation of the Council of Europe. He obtained the Medal of Merit from the Chamber of Commerce and Industry of Zamora and the Grand Cross of the Order of Civil Merit.

He also was an essential man in the formation of the UCD in Zamora and in the permanent opening of the border posts of this province.
