Spanish lawyer, union attorney by public examination (1965), and politician. He got a law degree from the University of Seville, labour and union specialty, degree in Sociology from the University of Madrid, in Criminology from the Société International de Criminologie of the University of Paris, and in European Migrations from the 'León XIII' Social Institute.

During the Franco period Félix Manuel Pérez Miyares developed his professional and political activity around the vertical unions. He presented himself to be an attorney in the Legislative Body without being elected. After that, he was the provincial delegate of unions in Jaén, Cádiz, and Guipúzcoa (1970‑1976), as well as co‑founder of the Federación Social Independiente (FSI/Independent Social Federation), later integrated into Unión de Centro Democrático (UCD/Union of Democratic Centre).

He was UCD deputy for Huelva in the Constituent Assembly (1977‑1979) and in the I (1979‑1982) parliamentary term, and of Coalición Popular (Popular Coalition), with the PDP, for Jaén in the III Parliamentary term (1986-1989).

He was UCD president in Andalusia, Minister for Agriculture and Fisheries of the Junta de Andalucía, Minister for Labour (1980-1981) and delegate of the Government in Andalusia (1982). After the disappearance of UCD in 1982, he devoted himself to law and business management. In 1986 he returned to active politics, collaborating in the Partido Demócrata Popular (Democratic Popular Party). When Coalición Popular was dissolved in 1987, it was integrated into Democracia Cristiana (Christian Democracy). Nevertheless, in 1989, when it was integrated into Alianza Popular (AP/People's Alliance) to constitute the Partido Popular (PP/People's Party), Miyares joined CDS and, later, the Partido Andalucista (PA/Andalusian Party).
