Spanish politician and industrial Technical Engineer.

José Ramos Manzano was a tenured professor of Technical Engineering Colleges and director of the Polytechnic University School of Linares (Jaén).

He was elected deputy of Unión de Centro Democrático (UDC/Union of Democratic Centre) for Jaén during the Constituent Assembly (1977‑1979). He participated as a spokesperson of the Commissions on Education, Transport and Communications and Incompatibilities, and as First Secretary of the Industry and Energy Commission.
