Soler Valero, Francisco (1940-)

Spanish lawyer and politician.
Soler obtained a PhD in Law, and worked as a lawyer as well. He was a member of the Technical Body of the Administration of State, Professor at the National School of Public Administration, Chief Clerk at the Autónoma University of Madrid, Under-Secretary General of Studies and Coordination, as well as the Planning of the Ministry of Culture.
As a politician, Soler was linked to Franco's government as the associate director of the Ministry of Education and Economic, and Administrative Director of the Francoist Press. During the Transition, he joined UCD with which he was a deputy for Almeria in the Constituent and the I Legislature. His plan to join Almeria and Murcia as the same autonomous region can be highlighted.
After UCD's división, Soler joined Popular Alliance, with which he was re-elected deputy in the II Legislature. Soler was also a member of the Spanish Commission in UNESCO, and the Spanish representative for the studies on education fees in the OCDE.
