Tejera was a deputy of UCD for Huesca in the Constituent Legislature (1977-1979), where he took part in the Commission of Agriculture as a member, in the Commission of Public Works and City Planning as a member, and the Special Commission of Elderly People Problems as a member as well.

After UCD's dissolution, Tejera joined Popular Coalition, with which he was a deputy in the Courts of Aragon (1983-1987).
