History:

He was born in Guadalajara (New Spain) and was ordained a priest on June 3, 1781. He lived on the island of Cuba where he obtained a doctorate in theology from the University of Havana. On September 20, 1810, he was elected Alternate Government Representative of the viceroyalty of New Spain in the Cortes (parliament) (1810-1813), in which he had a scarce participation; he became part of the honorary commission in four occasions. He became the regent of the Cortes and a member of the Diputación Permanente ("Permanent Deputation").

In the session of November 13, 1812, the Cortes granted him the permit to return to his native city, Guadalajara (Mexico), where he had been appointed canon in December 1810. However, he still participated in the sessions of the Cortes, voting, in January and February 1813, against the decree abolishing the Inquisition.

San Martín was one of the four representatives of New Spain - together with Antonio Joaquín Pérez, José Cayetano de Foncerrada and Alonso Ángel Pantiga - who signed the so-called Manifesto of the Persas, published in 1814, which called on the king to return to absolutism.

On September 24, 1816 Ferdinand VII appointed him Bishop of Chiapas, where he died in 1821.
