He was a lawyer and a government representative. He was the son of José Mejía del Valle y Moreto and Manuela Lequerica Barrioleta. He studied at San Fernando, at the San Luis Seminary and at the University Of Santo Tomás de Aquino. His education included philosophy, medicine and law. He maintained a close relationship with the Count of Puñonrostro with whom he moved first to Lima, and then to Spain. In Madrid he actively participated in the events of May 2 and then moved to Seville and then to Cadiz, moment when he was elected representative of Quito in 1810. His parliamentary work was intense and he was one of those who proposed the drafting of a Constitution. He was a strong defender of an economic, political and legal equality between Latin Americans and the citizens of the Iberian Peninsula, as well as a proportional representation to the population of the American provinces. He defended freedom of the press and religious tolerance. This activity was complemented by his work as editor of the newspaper La Abeja.
Because of the insurrectionary movements that were taking place in America, Mejía Lequerica tried to avoid very harsh sanctions for his promoters and justified such actions by the errors and excesses committed from the Iberian Peninsula against the Latin American provinces.
He married Manuela Santa Cruz Espejo and during his stay in Cádiz he had a love affair with Gertrudis de Salanova Benito. He died in the city of Cadiz as a result of yellow fever at the age of 48.
