He was a government representative and State Councilor.

He was born to a wealthy family to Manuel Ortiz Argeto, born in Olivares (Seville), and Josefa Manuela de Gálvez, born in Panama. He arrived in the Iberian Peninsula to study law at a very young age and settled permanently in Spain. He became a prisoner during French invasion.

He held good positions in the Public Administration, including Minister of State. He was the Government Representative of Panama, viceroyalty of Santa Fe, in the Cortes (parliament, 1810-1813). His election, in which he did not participate, took place on 1 March 1810 when he was Mayor of the Barcelona Court of Justice. His took office on 13 May 1811. He was one of the signatories of the Constitution and was again a member of the Cortes of 1813. He was a moderate liberal; he was deported to Venezuela in 1820, until liberalism was introduced in Panama.
