History:

He was a government representative and a lawyer. He was born in Lima in 1758. He traveled in the frigate San Juan Bautista in 1813 from Callao, Peru, to Spain to join the Cadiz Cortes (parliament)as a government representative. During the trip, the frigate was captured by the English and died in the confrontation on February 19, 1814.

He was born to the Asturian Pedro Alejandro Noriega Inguanzo, and Manuela Domínguez y Murga, his second wife. On his father's side, he was related to the Marquises of Hermosilla, whose title belonged to Noriega's House, and on his mother's side, to Pedro de Valdivia, Conqueror and Captain of Chile. He studied at the Conciliar Seminary of Santo Toribio and at the Universidad Mayor de San Marcos (Lima), receiving his bachelor's degree in Canons in 1777 and his law degree on July 1, 1778. He also became a professor at the Universidad Mayor de San Marcos in 1794.

He became a lawyer, as well as consultant and attorney to prisoners in the Holy Inquisition in 1800. When on July 31, 1804, by royal decree the Bar Association was created, Manuel Antonio Noriega was appointed by the viceroy at the proposal of the regent of the Royal Court as the first director of practical conferences, a position he held until 1809. The following year he was elected Government Representative of the private board of the aforementioned bar association.

Antonio Noriega participated in the elections to the Cortes on August 27, 1810 in Lima, losing the election. Later he participated in the elections of 1813 being elected Government Representative.
