He was a Peruvian lawyer, politician and government representative.
He was born in Arequipa to Manuel José de Rivero y Araníbar and María Isabel Bezoaín y Romero. He studied at the Universidad Mayor de San Marcos in Lima, obtaining a degree in law in 1804. After a period of practice he was declared admitted to practice law and received his degree from the Lima Bar Association in 1806. He worked as a lawyer in criminal cases in the Court of Lima.
He was elected government representative of Arequipa for the Cortes of Cadiz, taking the oath of office on June 2, 1812. He participated in the commission of honor, in the regular legislation and in the one in charge of solemnizing the function of May 2nd. He proposed that Arequipa was annexed to the jurisdiction of the Court of Cuzco. He participated in the debate on the establishment of free trade with America and the debate on the suppression of the Inquisition. He also showed his opposition to the repressive policy of Viceroy José Abascal in Peru. He was an alternate representative in the Cortes of 1813 (parliament).
After the restoration of absolutism, he was imprisoned in February 1815 on charges of supporting American insurgents. He was acquitted six months later. In April 1816 he was appointed advisor to the Huamanga (Peru) mayor's office, but he never took office. During the Constitutional Triennium he was appointed judge to the Court of Santa Maria de Port-au-Prince (Cuba, July 1820). In February 1823 he was appointed judge of the Court of the Canary Islands, and died shortly afterwards.
