José Fernando de Abascal y Sousa (Oviedo, May 30, 1743 - Madrid, July 31, 1821). He was a noble, soldier and Spanish politician, marshal field, thirty eighth viceroy of Peru (1806-1816) and first Marquis of the Spanish Concordia of Peru. In 1762, he entered in the military career. He intervened in the campaign against Morocco and the Roussillon. In 1793, he was promoted to Colonel and Brigadier during the War with France. In 1767, he embarked to America destined to the regiment of Puerto Rico. In 1775, he returned and took part in the expedition of Algiers. In 1776, he returned to America in the expedition of the General Pedro de Cevallos (1715-1778) in the Río de la Plata (River). In 1781, he came back for the third time to India participating in the preparation of the expedition in Guárico (Santo Domingo). In 1797, he was appointed Lieutenant of the King in Cuba, and in 1799, Commander General and Governor of new Galicia (Mexico). In 1804, he was appointed Assistant Inspector of Artillery and in November Viceroy of Peru and Lima, position that did not practice until 1806. In context of the Spanish War of Independence in 1808, he took the posture of recognition to Ferdinand VII (1784- 1833) facing Charles IV (1748-1819) and not cession of the Crown to Napoleon and Joseph I. He practiced a defense policy of Spanish power in the Río de la Plata, South America, Quito, Alto Peru, Chile and even Buenos Aires. He organized the Regiment of Volunteers distinguished of the Spanish Concordia of Peru formed by mestizos, creoles and natives in order to unify the social classes, hence in 1812 the title of Marquis of the Concordia was granted to him. On July 7, 1816, he ended the Viceroyalty and was replaced by Joaquín de la Pezuela (1761-1830). He returned to Spain and was appointed Captain General and Advisor of the Council and Chamber of War.
