History:

Lawyer in Jurisprudence, practiced like lawyer and magistrate. During the War of Independence he was a member of the Central Supreme and Governmental Board of the kingdom representing Toledo (1808-1810), constituted in Aranjuez in September 1808 presided over by the count of Floridablanca, it was assimilated to a federal senate. In this meeting, with other members of reactionary tendencies, he unsuccessfully defended that the war effort be prioritized, and the opening of the Constituent Courts should be delayed.

Precisely, his unconditional support for the absolutism of Fernando VII allowed him a meteoric political career, being appointed mayor of the House and Court of the Madrid barracks of San Isidro (1817) and, prosecutor of the Council and the Chamber of Castilla, regarding Cuenca, Murcia, Andalusia, La Mancha and Extremadura except the party of Plasencia (1819-1820).

After the triumph of the liberal pronouncement of Riego, on March 9, 1820, the same day that Fernando VII swore in the Constitution of 1812, he was appointed Minister of Grace and Justice, and the next day head of the portfolio of Government of the Peninsula and adjacent islands, occupying these positions only for a few weeks, until April 8 in the first case and March 22 in the second, given the interim nature of the appointments, until the organization of the Office's ministries once the Liberals occupied the Government. During the Liberal Triennium (1820-1823) he remained retired from active politics, although he accepted the appointment of honorary councilor of State (1821-1823).

However, the invasion of the Hundred Thousand Sons of San Luis, the troops sent by the Holy Alliance to restore the absolutist government of Fernandino, caused the fall of the liberal system. At the beginning of April the invading army crossed the Bidasoa, advancing rapidly, which caused the flight of the Government and the Cortes to the south, taking the King with them. The supporters of absolutism considered it opportune that a regency be created to govern the country until the liberation of Fernando VII, constituted on May 23 and formed by the Dukes of Infantado and Montemar, the Bishop of Osma, the Baron of Eroles and Antonio Gómez Calderón.

Four days later, they appointed a government headed by Antonio Vargas Laguna, of which García de la Torre served as Minister of Grace and Justice, and was confirmed the following August by Vargas' successor, Víctor Damián Sáez Sánchez-Mayor. He held this position until the following December 2, when the cabinet chaired by the Marquis of Casa Irujo was constituted.

Then, in 1826 he returned to the Council of State, remaining in it until the definitive irruption of liberalism. Since 1834 he stayed away from active politics, dying in the capital of Spain when he was not yet seventy-two years old.

He assembled an excellent collection of coins and medals, alienated by his heirs after his death.
