The Accounting Office of Distribution was created by Royal Decree, issued on the 1st January 1717, in conjunction with the Accounting Office of Values and the Accounting Office of Millions in order to replace the former accounting offices of the Habsburg period.

Located near the general Treasury, the Accounting Office of Distribution was in turn the ultimate authority responsible for the accounting, audit and intercession of the Reign, as well as the investment of the Royal Treasury’s liquid money.

Organizationally, it was dependant on the State Secretary for Finance and directly subject to his orders. The regular intercession was external and entrusted to the Accounting Office of Values and the Accounting Office of Millions. According to the King Philip V, such organisms would be "universally accountable for the cost and reason behind any expenditure and revenue in my Royal Treasury”.
