Spanish politician. He succeeded his father, José Marcelino Queipo de Llano Bernaldo de Quirós, in the county of Toreno. He obtains the title of 7th Viscount of Matarrosa in 1808. By Royal Decree, on 7 November 1838, he was granted the first class Grandeza de España, extended to his descendants.
The indignation produced by the bloody day on 2 May 1808, in Madrid, prompted him to intervene in Spanish public life, and he appeared in the Cortes of Cadiz, as a deputy for Asturias, despite not yet being twenty-five years of age as required by law. In the Cortes of Cadiz, he was a defender or the liberal principles.
His position as a fervent liberal forced him to emigrate to Paris in 1814, once Ferdinand VII returned to the throne. However, the revolution of 1820 opened the doors for him to return to Spain and gave him his confiscated goods back. The revolution of 1820 appointed him minister plenipotentiary of Spain in Berlin, a position that he declined to be deputy in the next Cortes. His prominent personality stood out among the most illustrious of his time, reaching the highest positions in public life, such as President of the Council of Ministers and Minister of Finance and State. He was knight of the Grand Cross of the Order of Charles III, Alférez Mayor perpetuo by juro of inheritance of his House (life-long High Second Lieutenant), councillor, colonel, court clerk and governing mayor of Ponferrada, Gentleman-in-Waiting of Isabella II of Spain, Ambassador in London and Academic Member of the Royal of History and of San Fernando.
He is also the author of "Historia del levantamientom guerra y revolución de España". He published five books: the first four ones in 1835 and the fifth one in 1837.

Era hijo del VI conde de Toreno, José Marcelino Queipo de Llano Bernaldo de Quirós, y de María Dominga Ruiz de Saravia Dávila. Contrajo matrimonio el 10 de junio de 1835 con María del Pilar Gayoso de los Cobos, hija de los marqueses de Camarasa. De este matrimonio nacieron: 1º Isabel María Cristina Queipo de Llano Gayoso de los Cobos, nacida el 29 de septiembre de 1836 en Madrid y ahijada de la Reina María Cristina; 2º Clara Queipo de Llano Gayoso de los Cobos; 3º Francisco de Borja Queipo de Llano Gayoso de los Cobos, que pasará a ser VIII conde de Toreno; 4º Alvaro Queipo de Llano Gayoso de los Cobos, nacido el 20 de agosto de 1842 en Florencia (Italia) y Caballero de la Orden de Santiago en 1852; 5º N. Queipo de Llano Gayoso de los Cobos.
