He was a Spanish politician born in Huesa to Agustín Viñuales and Josefa Pardo. He married Erika Graa Rüfenacth and had no children. He studied at Instituto de Huesca and then graduated in Law from Universidad Central in 1901, where he also obtained his doctorate ten years later. He was professor in Political Economy and Public Finance Elements at the Faculty of Law of Universidad de Granada in 1918. He relocated to Universidad de Madrid in 1933 and became provisional Dean of the Faculty of Law of Universidad Central in 1935. After the war, he was dismissed for his records of political responsibilities and he went into exile to an unknown destination. He retired in 1951. He died in Collado-Villalba (Madrid 9 in 1959.
