Spanish politician, professor and economist. He was the son of Francisco Flores and Francisca de Lemus y Garzón. He got married to Ana Jiménez Canga Argüelles.
He started his academic training with the baccalaureate. He studied the first academic course of Law at the University of Granada, then, he moved to the University of Oviedo where he finished his degree. He got the doctorate at the Universidad Central in Madrid and he was given a scholarship to study at the University of Tübingen (Germany) and Berlin by the University of Oviedo.
He combined his academic career with his public activities at the administration He became professor of Political Economy and Public Finances at the University of Barcelona and, he received the chair of Political Economy at the Universidad Central in Madrid.
He was sanctioned in 1939.
He carried out other activities too:
Assistant in the Ministry of Public Finances as seconded personnel where he used to work in the Board of Duty and Valuation, Section of Statistics from the General Inspection of Public Finances; and Chief of Statistics of the General Directorate of Contributions.
