He was born in Santiago de Compostela to Casimiro Torre Castro, Senator of Pontevedra, and Ignacia Carolina Sánchez-Somoza. His brother Casimiro was also a professor and a liberal politician. He studied at Instituto de Santiago de Compostela and graduated in Civil and Canonical Law at Universidad de Santiago on March 17th, 1887, obtaining his doctorate in Law a year later.
He was professor in Spanish Commercial Law and also taught about the commercial law in the main nations of Europe and America at Universidad de Salamanca in 1899. In November 1899 he was transferred to Universidad de Santiago, where he taught until 1910, when he asked for a voluntary leave to be Parliamentary Deputy. He went back to teaching in 1914. In 1916, he was elected Deputy again and asked for another leave. He was named vice-rector of the Universidad de Santiago from 1918 to 1920. In 1920 he became Rector of the Universidad de Santiago.
He was also Mayor of Santiago with the Liberal Party in 1905 and lawyer of the Colegio de Santiago. He was a member of the Sociedad Económica Amigos del País de Santiago and Parliamentary Deputy for the district of Betanzos in the elections of 1910 and 1916.
