History:

Sela was born in Santullano (Mieres, Asturias) to José de Sela and Patricia Sampil. He was a Spanish Law professor and married María Sampil Hurtado, with whom he had a son, Luis Saturio, who was also a professor in International Law. He died in Oviedo.

He studied in Oviedo and graduated in Civil and Canonical Law in 1833, obtaining his doctorate in 1883.

In 1888, he relocated to Universidad de Valencia to teach Public and Private International Law. He then taught that Universidad de Oviedo in 1895, where he was Rector. He was a lecturer at Institución Libre de Enseñanza since 1882 until 1895.

He retired in 1933.

He was also General Director of Primary Education in 1919 and a member of the International Law Institute and President of the Association "Francisco de Vitoria" since 1929.
