Spanish professor and politician. Son of Matías Segura and Catalina Fernández. His son José Manuel Segura Soriano was also a Law professor.

He studied at Instituto de Granada and graduated in Law from Universidad de Granada on February 28th 1880, obtaining his doctorate in Law from Universidad Central de Madrid on June 23rd, 1880.

He was a professor in Spanish Civil Law, Common and Moral Law at Universidad de Salamanca in 1895. In 1900, he relocated to Universidad de Valladolid and then to Universidad de Granada, where he was a lecturer of Roman Law. In 1922 he was named professor in General History of Spanish Law at Universidad de Murcia for a transfer with his son José Manuel Segura Soriano. He retired in 1923.

He was also the President of the Real Academia de Bellas Artes of Granada, a Member of Parliament for Huéscar (Granada) in 1905, and elected Senator in 1905 by the staff at Universidad de Granada and in 1916 for the Region of Granada.
