He was born in Granada, where he also died. He was a Spanish Law professor, like his faather José Manuel Segura y Fernández. His son José Manuel Segura Morales was professor in History of Law at Universidad Complutense. He studied at Instituto de Granada and graduated in Law from Universidad de Granada in 1912, obtaining his doctorate two years later from Universidad Central de Madrid.

He was professor in History of Law at Universidad de Salamanca in 1921, and was relocated to Universidad de Murcia in 1922. He then was a General History of Spanish Law professor at Universidad de Granada, where he worked until 1937, when he died.

He was a famous republican and a magistrate at Granada’s Court. He was friends with Manuel de Falla and Federico García Lorca and they would go on trips with Manuel Torres López and Alfonso García Valdecasas.
