Spanish professor of International Law. He was the son of Gabriel Cabeza Rodríguez and Carmen León Martínez.

He started his academic training in 1878 studying the baccalaureate at the high school of Santiago. Afterwards, he got the degree on Law in the section of Civil and Canonical Law at the University of Santiago and, he was awarded a doctorate on Law at the Universidad Central in Madrid.

He was very attached to his city, Santiago, and his professional career was centred at the University of Santiago and it started in 1887 when he became assistant professor of Commercial and International Law at the Faculty of Law. Later on, he held the chair of International Law for 30 years. In addition, he was dean of the Faculty of Law too.

He held other positions:

Secretary of the Regionalist Association of Galicia.

Founder and president of the Galician Studies Seminar.

He was one of the editors of the preliminary draft of the Statute from 1932.

Archivist-librarian at the Economy Society of Santiago.

President of Santiago’s Section of the Spanish Royal Society of Natural History.

Scholar in Santiago of the Royal History Academy.
