Spanish professor and writer. He was born and died in Asturias. Son of Carlos de la Concha García Ciaño (writer) and of Asunción Martínez Pando. Married with Julia Ibarra Pérez Campoamor (writer).
He began his academic education studying high school in Oviedo. He graduated in Law by the University of Valladolid. He did his Doctorate at the Central University of Madrid.
His academic career began with him as a professor assistant at the University of Valladolid. Later, he was granted with an internship by the Institute Francisco de Vitoria. He took the possession of the chair in History of Law from the University of Oviedo, he gave in his chair and moved to the University of Valencia; soon after he asks for a license to move to Paris as resident by the Cultural Relations Board of the Ministry of Foreign Affairs.
He benefited from a period of voluntary extended leave of absence when he was relocated in some American Archives to do some investigation works of Law in America.
In 1954 he returned to teaching with the chair of History of Law at the University of Salamanca. Moreover, he was Dean of the Faculty of Law. When the chair of the University of Oviedo was vacant, he returns to it, having functions such as Vice Dean, Dean and Vice Rector.

Honorary professor of the Universidad Autónoma of Mexico (UNAM).
Founder and director of the "Historic Itineraries".
Member of the Institute of Legal Studies (Ministry of Culture).
