Spanish Law professor. He was married to Rosario de Lacy y Palacio.
He started his academic training with the bachelor degree on Philosophy and Literature at the Universidad de Oñate. Then, he was awarded both a degree and a doctorate on Law by the Universidad Central in Madrid. He received a scholarship from the Ministry of Public Education in order to extend his studies in Paris. The Council for the Extension of Studies gave him another scholarship to study in England. In addition, he received some other pensions.
He started his academic career being and assistant lecturer and he was appointed professor of Political Law at the University of Salamanca. Due to an exchange of same chair he moved to the University of Murcia. In addition, after being sanctioned he was designated professor at the University of Valencia, yet he finished his academic career at the University of Zaragoza. In 1939 he was dismissed without sanction.

Lecturer of Constitutional Law at the School of Special Studies from the Athenaeum of Madrid and at the Social School in Madrid.
Deputy in the Spanish parliament by Illescas (Toledo) and at the Spanish National Consultative Assembly.
Senator by the province of Leon.
Vice president of the Industrial and Agricultural Corporations during the dictatorship of Primo de Rivera.
Technical adviser at the Labour Council.
President of the Joint Committee on Graphic Arts and the Joint Committee on Electricity, Gas and Water.
