Spanish professor. He was the son of Belisario Fernández de Velasco Ordequin.
He got the baccalaureate at the Institute of Salamanca. He studied Law at the University of Valladolid and he was awarded a doctorate in 1912 by the Universidad Central in Madrid, where he was a member of the New School.
He started his academic career in 1919 when he became professor of Administrative Law at the University of Murcia. In addition, he was the Rector between 1929 and 1930, year in which he moved to Madrid. He was professor in Valladolid and Madrid after the Spanish Civil War.
He carried out other activities too:
Member of the Circle of Fine Arts.
Candidate to the political party PSOE in the general elections of 1920.
Mayor of Murcia between 1923 and 1924
